As Vice President of Construction Services, Thomas G. Garlock is a key element in project implementation. He participates with the development team in site evaluation as well as the establishment and verification of project cost pro forma parameters. Along with other staff members, Mr. Garlock is responsible for establishing contractor qualifications and bid review. He reviews subcontractor qualifications and selection as well as their bids. Throughout the design development and construction documentation phases, he works with the project architect, engineers, general contractor and consultants to ensure quality standards are met while maintaining costs within the project pro forma. Throughout the construction process Mr. Garlock is responsible for maintaining the budget and implementing comprehensive construction review and documentation to ensure compliance with the highest standards of the industry.

Mr. Garlock received a B.S. degree in construction management. He has more than 27 years of field experience having built over 25,000 multi-family residential units while working at Sares Regis, Archstone, JPI and Intracorp. His experience has included both apartments and condominiums. These projects have ranged from wood frame suburban apartment communities to Type One high-rise towers.
